History of Fulbright Scholarships

Fulbright Scholarships are funded by the Fulbright Program, which is also related to the Fulbright–Hays Program. The Fulbright program is one of several United States Cultural Exchange Programs which were established with the goal of improving intercultural relations, cultural diplomacy, and intercultural competence between the American people of the United States and other countries through the exchange of persons, knowledge, and skills.

The program was founded by United States Senator J. William Fulbright in 1946. In 1945, after the world war ended, the senator proposed that the proceeds from selling government war properties overseas, should be used to fund an education exchange program that would bring the best students from those countries to study in the US, as well give US students access to education in foreign universities. The bill also proposed to forgo debts that these nations had amassed during war in return of funding the student exchange program.

The Fulbright scholarship would go on to become one of the most lucrative scholarship programs being offered in the world to the most deserving students. The selection process is very competitive, for both American citizens and international students. American citizens who are students, scholars, teachers, professionals, scientists and artists may receive scholarships or grants to study, conduct research, teach, or exercise their talents abroad, while citizens of other countries may qualify to do the same in the United States. About 8,000 students benefit from the scholarship program annually, which breaks down to roughly 1,600 to U.S. students, 1,200 to U.S. scholars, 4,000 to foreign students, 900 to foreign visiting scholars, and several hundreds to teachers and professionals. Since it began, more than 370,000 people have participated in the program. So far, 60 Fulbright alumni have won Nobel Prizes and 88 have won Pulitzer Prizes.

Administration

The Fulbright Program operates in over 160 countries around the world, and is administered by cooperating organizations such as the Institute of International Education. In the US, the Bureau of Educational and Cultural Affairs of the U.S. Department of State sponsors the Fulbright Program and receives funding from the United States Congress via annual appropriation bills. Partner foreign governments, foundations, corporations, and host institutions both in and outside the U.S. provide additional funding and support. In 49 countries, there is a bi-national Fulbright Commission that administers and oversees the program. The other countries have an active program but no Fulbright Commission, and in these ones, the Public Affairs Section of the U.S. Embassy oversees the Fulbright Program.

Fulbright–Hays Program

A portion of the Fulbright Program is awarded by a Congressional appropriation to the United States Department of Education for the Fulbright–Hays Program.

These are grants are awarded to individual U.S. K through 14 pre-teachers, teachers and administrators, pre-doctoral students and post-doctoral faculty, as well as to U.S. institutions and organizations. The funding for the Fulbright-Hays Program supports research and training efforts overseas, which focus on non-western foreign languages and area studies.
